The Public Finance Management Act, 1999, requires a provincial budget to be prepared, to:

• Give financial muscle to government spending priorities to meet the needs of society.
• Balance government expenditure with government revenue.
• Stimulate economic growth in line with National economic policy.
• Improve on service delivery, to close or lessen service delivery gaps sensitive
  to socio-economic needs.
• Set key measurable objectives, costs, and expected results.
  • Key measurable objectives, must meet the needs of society.
  • Service delivery must be measured against objectives.
• Hold the executive and accounting officers of spending departments accountable for their performance.
