The Public
Finance Management Act, 1999, requires a provincial budget to be prepared,
to:
- Give financial muscle to government spending priorities to meet the
needs of society.
- Balance government expenditure with government revenue.
- Stimulate economic growth in line with National economic policy.
- Improve on service delivery, to close or lessen service delivery gaps
sensitive
to socio-economic needs.
- Set key measurable objectives, costs, and expected results.
- Key measurable objectives, must meet the needs of society.
- Service delivery must be measured against objectives.
- Hold the executive and accounting officers of spending departments
accountable for their performance.
